Here is an excellent article from the Kansas City Star which highlights one case in particular in which the NCIS system failed to address the mental health condition of one particular gun buyer with less than noble intentions.
How do we implement the reporting of mental health cases that are deserving of being added to the NCIS system and therefore denied the right to purchase firearms?
